Stephen A. Moffett, Senior Director of Advance Programs & Corporate Development

Mr. Moffett rejoined FPMI as the Senior Director of Advanced Programs and Corporate
Development in November 2009. Most recently, as the Administrative Officer for the
Office of Financial Stability within the Department of Treasury, Mr. Moffett was
responsible for the stand up of the Troubled Asset Relief Program (TARP) office,
which included but not limited to the oversight of the human resources operations,
facility operations, and the day to day administrative functions. Mr. Moffett increased
the number of federal employees from 31 to 234 employees within a three month period
and developed a Human Capital Management Workforce Plan. The workforce
management plan addressed the immediate needs for start-up while addressing the
ramp down of the program office. His frequently lauded career
as a Federal senior manager has encompassed extensive information technology expertise,
human resources expertise, facilities expertise, risk management, and business process
re-engineering, which include over 27 years in the Internal Revenue Service and
four years with Department of Defense. Prior to joining FPMI; Stephen was also part
of Northrop Grumman, where he served as their Deputy Director of Enterprise Business
Solutions, Human Capital Integration. In that role, he managed and designed areas
of pay, performance, classification, labor and employee relations, and adverse actions/appeals
as well as assisted in the standup of the Homeland Security Labor Relations Board. Previously,
Mr. Moffett served as the Associate Director of Business Systems Strategic Management
Office at the Internal Revenue Service (IRS). In this position, he acted as the
Project Manager (PM) for IRS migration to the new HR Connect system; the integrated set
of four PeopleSoft web-based modules now used by 120,000 IRS employees and managers
in 720 locations. Mr. Moffett also was responsible for the strategic technology
plan for all Human Resources initiatives, which encompassed data management,
security of PII data, and technology standards for HR data. Stephen led major projects involving
operations and support services and participated in significant organizational change
efforts with highly positive results. |
